        Applied Program: Wireless Telecommunications

        On August 27, 20xx, at the Central Institute of the Datang Telecom Technology and Industry Group based in Beijing, a young woman, full of energy and self-confidence, was giving a presentation entitled “The Design of the Switching Numerical Method of the Radio Resource Management (RRM) Strategy in TD-SCDMA, and the Testing of Its Simulated Systems,” which received rapt attention and high remarks from all the experts in Computer and Telecommunications who attended the meeting. That woman was I. At present, TD-SCDMA, W-CDMA, and CDMA 20xx are considered the main technological standards in the third generation of the world’s technological development in mobile telecommunications. And the design of a switching computation method for the RRM Strategy is a key element and technological crux for the TD-SCDMA technology. In retrospection, I found that it was my great enthusiasm for mobile telecommunications, and my persistent pursuit of accuracy and perfection that have helped me win accolades from colleagues and experts.

        In China, since the TD-SCDMA uses a smart antenna, it makes a demand for a finer research on the computation method for the RRM Strategy, in areas such as PC, DCA, and HC. To me, a new starter in the company, it was a real challenge. Since the research team was new, it lacked engineering data and practical experience, although the equipment of the lab was quite advanced. It was only after much library research, thinking, and consultation with experts did I find a RRM computation method suitable for a smart antenna. Because a smart antenna has its advantages of a more accurate VE locating and reduced searching areas, this computation method effectively lowers the complexity of the switching process and its failure rate. During the time when I worked for the project, I often stayed up several days in a roll to perfect a lab test. But I also derived an enormous sense of satisfaction and fulfillment after overcoming obstacles, which more than compensated the pains and difficulties that I had to go through.

        The rapid development of mobile telecommunication technology places a high demand on professionals working in this field. To a certain extent, it has to be a labor of love. My keen interest in mobile telecommunications emanated from the concept of “personal communication.” During my undergraduate years at the Northwest University of Industry, I spent much of my spare time browsing over professional publications and journals, to keep myself abreast of current developments. The concept of “personal communication” I encountered during this process impressed me immensely. A system of “personal communication” is one that allows the user to communicate at anytime, anyplace, to anyone, and in any way. It painted such a beautiful of picture of a future society that I became fully convinced that it is a subject well worth my lifelong pursuit. This was why I chose Mobile Telecommunications as my area of specialization in the graduate program. As a graduate student, I completed several research projects independently and successfully, including, for instance, “Turbo Code and the Application of Its Coding Concept.” In short frame conditions, the Turbo Code, with its improved application in engineering, seems to have a bright future in real-time voice-data service (Please see the attached article). After completing my graduate degree, I entered Datang Group, a pioneer in China’s software development. Here I did software design for the switch control template used at the RNC equipment for the TD-SCDMA system, and developed a switching computation method for the RRM Strategy. I went through the entire process of software design for the switch control template for the RNC equipment, from topic analysis to the project outline and then to actual program writing.

        The present development of telecommunication technology indicates that the smart antenna, software radio, and the transmission technology of subline下行high-speed subdivided exchange data (下行高速分組交換數(shù)據(jù)傳輸技術(shù)) are key technologies for today’s mobile telecommunications. Software radio, in particular, has attracted much public attention. I too hope to make my own contribution to the technological development in this area. In the next few years, the traditional concept of using chips to build wireless equipment for mobile telecommunication will be seriously challenged. In recent years, the technologies and standards of the third generation of mobile telecommunication have been rapidly updated. Software radio, I believe, will be the future of our trade.

        My desire to know more about computer engineering prompted me to rise above my present conditions. The United States, as technological superpower, have first-rate teaching faculty and research facilities in the world. Its ideological openness and tolerance make a sharp contrast to Chinese culture, which tends to value tradition rather than innovation. Wireless telecommunication may be said to be one of the newest research areas, and it is new concepts and new vision that give life to the industry. I believe that in the fine research environment in the United States, I will be able to make “shortcuts” in attaining my academic and career goals.

        I would like to apply for admission to the Center for Wireless Telecommunications of Virginia Polytechnic Institute and State University. As the most prestigious research institute in Wireless Telecommunications, the Center has a large number of famed scholars and professionals dedicated to the theoretic research of Wireless Telecommunications. Meanwhile, it maintains close contact with the telecommunication industry, and in this way can test the theory in practical experimentation, which in turn promotes theoretic research. It is an ideal place for me to fully develop my research potential.

        I look forward to finding a teaching position at college level in China after completing my graduate education, which will allow me to continue my research work in Wireless Telecommunications.         1、語言能力準(zhǔn)備

        很多人認(rèn)為學(xué)英語直接到國外學(xué),因?yàn)閲獾挠⒄Z環(huán)境好,能夠幫助學(xué)生更快提高語言能力。但是對于還沒有具備扎實(shí)語言基礎(chǔ)的中國學(xué)生而言,這肯定不是一個好建議。

        中國學(xué)生在接受了長時間的傳統(tǒng)填鴨式、應(yīng)試型教育之后,有很多人不具備良好的獨(dú)立學(xué)習(xí)能力和實(shí)踐勇氣,更沒有達(dá)到對于英語的'運(yùn)用自如。如果馬上出國留學(xué),難免聽不懂課、張不開嘴,進(jìn)而陷入學(xué)習(xí)的惡性循環(huán)當(dāng)中。

        “The best way to learn is to learn from the best.” This is the motivationunderlying my present application for a MPA program in the United States. As adoctoral student specializing in sociology at one of China’s most prestigiousuniversities—xx University, with fruitful research achievements, I am bent onpursuing greater academic excellence that will facilitate my personaldevelopment. I believe that, based on my firm academic foundation in sociology,I can venture into the related field of Public Administration and achieveequally encouraging results. I believe my decision is well-considered as itoriginates spontaneously from my personal and academic backgrounds.

        I was born into a small mountain village on the rugged xx Plateau inSouthwestern China, almost completely sealed off from the rest of the world.Since my childhood, I had a real taste of poverty and backwardness. In thatvillage inhabited mostly by ethnic minorities, I witnessed how the localsdepended on primitive means to wring a life from unproductive lands. When I cameto the country’s eastern region to pursue my education, I was shocked at thestriking social and economic discrepancies between China’s eastern and westernregions. Through my education, I came to realize that such discrepancies, apartfrom historical and geographical factors, have much to do with the centralgovernment’s public administration. An effective way to change this situation isto introduce advanced mechanisms of public administration.

        A strong sense of mission was thus bred inside me. Having developedadequate knowledge of Chinese society through my sociology programs, I know thisis the prime time to acquire an academic foundation for fulfilling my mission ofchanging the east-west disequilibrium, which coincides with the government’scampaign to develop the western region. The University of xx ’s MPA program willgive me this academic foundation and I believe that my academic aptitudes,research potential and rich practical experience will enable me to acquit myselfsatisfactorily in my proposed degree program.

        In 1991, I entered the Department of xx University as top student in myschool district during that year’s competitive National College EntranceExamination. For nearly a decade, my immersion in sociology has not onlyprovided me with insights into Chinese society but also helped me commandquantitative and qualitative analysis, two important methodologies forsociological, economic and public administrative studies. In addition, I havedeveloped a sound theoretical framework to make in-depth interpretations ofsocial phenomena.

        So far I have completed the first two years of my 3-year doctoral programand have co-authored and published two books on the migration of China’s farmworkers and on urban development and management. The first is entitled UrbanSpace and Interpersonal Relations—Comparative studies of Social Development inCities both at Home and Abroad and the second Service Renovations in EstateManagement: Interaction between Property Management and Community Services.Additionally, I have published two research papers in the core journals— On theRelationship Between City and City Market and From Work Units to Community—TheTransition of Social Structures in China. I have also made importantcontributions in three research projects of the Institute for Urban Sciences atxx University. Currently, requested by the XxxUniversity Press, I am translatingCities And Privatization: Prospects for The New Century, a book on publicadministration by Prof. Jeffrey D. Green from the University of Montana.Meanwhile I am working on my dissertation Village in Transition— A Case Study ofthe Immigrant Farm Workers of XxxVillage in Urbanization. I have conductedextensive surveys and data-collection. By focusing on the flow of surplus rurallabor at the intersections of urban and suburban areas, the research will be atypical case study of considerable significance, both theoretical and practical,to the study of China’s surplus labor as a whole in the on-going urbanizationprocess. It will also provide important references for relevant governmentdepartments in their public administration and policy-making.

        Although coursework is a major part of my academic life, I have also madeconscious efforts to accumulate practical experience. Even though a sophomore inmy undergraduate program, I spent summer vacation doing independent field tripsto rural areas and townships in Sichuan Province to investigate the migration ofsurplus labors. My thesis based on those field trips captured the attention ofthe sociological scholars of my university. Ever since then, performing socialstudies has become habitual for me, a practice vitally important for a studentof sociology.

        Compared with other applicants, I have another unique asset—my 5-yearfull-time work experience. For two years I worked at a grass-root local civiladministration department, engaged in laborforce training and development. Ispent another two years at the Employment Information Center attached to theLabor and Social Security Bureau of Sichuan Province. Another year was devotedto the project research and development and to market research in a state-ownedenterprise xx Provincial Railroad Development Co. Ltd. In those five years, Itraveled to most parts of China and collected large quantities of first-handinformation about China’s social and economic conditions. This definitelyconstitutes an important part of my qualifications for an MPA program.

        Aware of the regional imbalance, a mistake committed as a result ofunscientific public administration, the Chinese government is promoting withunprecedented momentum its strategic campaign of western development. Majorinvestment and talent development programs have been formulated, which will bean immense input to the campaign. The already developed eastern regions are alsooffering their helping hands and it is a tremendous comfort to see my hometownundergoing gradual yet unmistaken changes socially and economically. However,there is still a long way to go before China’s western regions rid themselvescompletely of poverty and backwardness. I can feel my responsibilities.

        The MPA program at the University of xx enjoys leading academic reputationin the United States. With the merging of its first-rate School of PublicAdministration and its equally renowned School of Urban Planning and Developmentin 1998, the School of Policy, Planning and Development was established, withclose links with the government, business, and communities. It has become theleader in public administration, which fits perfectly with my background and myresearch interests. I expect that through your MPA program, I can learn advancedknowledge, experience and methodologies of public administration and ultimatelyintroduce into China effective mechanisms of public administration to facilitateChina’s social and economic development.         相信在此之前,您已經(jīng)閱讀過了無數(shù)的留學(xué)申請書,對省、市三好學(xué)生,校學(xué)生會主席,團(tuán)支部書記等也已經(jīng)見怪不怪了。很可惜,這些耀眼的榮譽(yù)和職位我都沒有,我有的是對x全面的了解,有的是對x始終如一的熱愛與向往,有的是“非x不去”的勇氣與決心。更重要的是,我有著誠實(shí)、實(shí)事求是的品質(zhì),我不會為了得到您的青睞而夸大事實(shí),虛張聲勢,而且我覺得一個人的領(lǐng)導(dǎo)能力、組織能力、交際能力和協(xié)調(diào)能力并不是只有靠這些職位才能體現(xiàn)出來的,畢竟校學(xué)生會主席只有一個,但具有多方面能力的高中生遠(yuǎn)不止這些。
